Update credits for the 1.3 release #399

I reviewed the credits, and I noticed some team members are missing. We should correct that before the upcoming 1.3 release.

I updated the credits in the above commits. Normally we should verify the QA credits during RC testing, but I checked with @Nancy-Salpepi and all QA team members are already credited. Fyi @jbphet.

No further changes are needed, closing.

Based on our planning meetings today, Luisa may do some QA testing this iteration. Let's reopen this issue so we don't neglect to credit her if that happens.

I added @Luisav1 to the QA credits in the above commit. Everyone currently on the QA team is credited, so no need to confirm again in the RC cycle. Closing.
