Offset positions of isotope labels due to different electron cloud size #111

While working on https://github.com/phetsims/forces-and-motion-basics/issues/309 (searching for HSlider uses with dynamic locale support), I noticed isotopes' labels overlap and vary in size: image Compared to published: image

I thought this might be related to shred common-code but after looking at relevant classes (IsotopeElectronCloudView in Shred, and IsotopeAtomNode and InteractiveIsotopeNode in Isotopes and Atomic Mass), I didn't find any significant changes that would affect the cloud size or labels text size. Not sure about the root cause.
