RegionAndCulture Description #944

We discussed adding a description to the RegionAndCulture control in preferences. The exact layout was dependent on some behavior being added to RichText, and now that the logic is in and working we can tweak the exact appearance. Below are a couple of options that have been discussed and different scenarios on how the description might display depending on translations.

With a line break:

Without a line break:

Over to @kathy-phet and @amanda-phet to decide their preference, and/or suggest other options to try. Currently "no line break" is committed on main.

The text seems to be wrapping nicely so I like the "without a line break" option.
