Panels can overlap with stringTest=long #375

Problem description For https://github.com/phetsims/qa/issues/936 and https://github.com/phetsims/qa/issues/937, on all screens with stringTest= long, the Spring Constant panel can overlap the control panel on the right with smaller window sizes.

Steps to reproduce

  1. add ?stringTest=long to url
  2. grab the right side of the window and move it left to decrease window size

EDIT: this overlap is also present on the iPad.

On the Energy and Lab Screens, Text (Height=0) and Play/Pause button can also overlap. This is seen on the iPad and on my mac when adjusting the window size.

Unassigning and marking as "blocks-sim-publication" since the republication of this sim has been deprioritized for now. This should be addressed (at least to some degree) before republishing.
