Rename GlobalOptionsNode #220

OptionsDialog is being replaced with Preferences in https://github.com/phetsims/joist/issues/837 so files like this are being renamed since the content does not appear in the OptionsDialog.

Done in the above commits but wanted to notify @jonathanolson (responsible dev).
