Make the chart cursor easier to grab #60

The chart cursor is hard to grab when moving. The touch/mouse area should be expanded. For some reason, it's much easier to grab in the Java version of this sim.

Assigning to myself to see if this can be done quickly by dilating the mouse and touch areas.
