sim fails with shuffleListeners #50

Related to #2 (code review):

-[ ] Does the sim behave correctly when listener order is shuffled? (run with query parameters ea&shuffleListeners and ea&shuffleListeners&fuzz)

I only tried ?ea&shuffleListeners&fuzz, and it fails. I'm not convinced that this needs to be address, so consult @ariel-phet before working on this.
