Implement 'Simulation' tab in preferences dialog

In design meetings on Friday 10/7 and today 10/10, we decided what should be included in the preferences dialog. Detailed descriptions are in Number Play's design doc.

Remaining work for this issue:

• [x] Add similar tab in Number Compare
• [x] Layout changes as described in the design doc
• [x] Replace compareMax and subitizeTimeShow sliders with number pickers
• [x] Handle graying out controls when no screen with that control exists (because of the screens QP)
• [x] Gray out sceondLocale toggle switch and add message explaining to run the all version if only one locale is available.
• [x] Implement dynamically adding and removing the ones panel on the Lab screen (and updating the positions of the creator Nodes when doing so)
• [x] omit game levels checkboxes and compare max spinner
• [x] See if any other cases of the secondLocale breaking can be found

We reviewed the current Preferences menu at the last design meeting and all was looking good except some extra space needed in the audio dialog. I fixed all of the bugs I could find in the more recent commits and think the preferences are now in a state that's ready for QA. Closing.
