deliver dev version for PhET-iO sonification wrapper #69

We are going to release a dev version so that sonification work can begin on this sim.

https://github.com/phetsims/QA/issues/24 is complete. There are still some layout problems to work out, but the phet-io side of the sim is looking solid, and ready to deliver. I will make that dev version now.
