Republish ohms law phet-io with updated descriptions to be hooked in with sonification #92

Once https://github.com/phetsims/ohms-law/issues/90 is sorted out. I want to publish an updated dev version so that @terracoda can have descriptions and sonification for her interviewing. Putting on hold until that issue is finished.

I republished ohms law as another phet-io dev version with updated descriptions. I also updated the sonification wrapper so that it successfully uses isFiringProperty rather than callbacksForFiredEmitters. I thoroughly tested each ohms-law sonification strategy with the reset all button and all looks good. I am going to publish a new version of the sonification wrapper too so that @terracoda can use the new ohms law descriptions with sonification for an interview tomorrow.
