Improve unit tests for perennial and run them in CT. #211

Based on https://github.com/phetsims/chipper/issues/1011 ...

Looking at unit tests for chipper, coverage is inadequate. All top-level task (those shown in grunt --help) should have a niminimum of 1 test.

Units tests are also apparently not run in CT. They should be.

Labeled for developer meeting to decide who to assign.
