Add unit tests for create-sim #225

From https://github.com/phetsims/chipper/issues/1012, we determined that someone on the google group pointed out that create-sim was failing. This is not surprising since we rarely run it. We would like to create a unit test in perennial that creates a sim, and make sure the task doesn't fail. The test could also make sure the output looks as expected, and even run the created sim in puppeteer to make sure it runs.

This is on hold until a general way to create tests is done in https://github.com/phetsims/chipper/issues/1012.

This issue is connected to https://github.com/phetsims/chipper/issues/1012. That issue has been moved to to be discussed , and this will move forward as that does. Removing from subgroups.
