Build Failure: Sherpa is not being checked out to main #281

There were 4 failures this morning. When I logged in to check, a build was ongoing and completed successfully. After the build Sherpa was still checked out to a sha and not on master. This is a problem I've seen frequently, but I'm not sure if this is actually the problem that caused the original builds to fail.

A rebuild of the translation worked successfully for https://phet.colorado.edu/translate/trigger-build/circuit-construction-kit-ac-virtual-lab/tk/1056556.

I'll retrigger the others later today, but we need to figure out why sherpa is getting stuck on non-master shas.

The other translations succeeded after a rebuild with no further intervention. I wonder if this was actually caused by a github outage and not our build process.
