createRelease assumes `phet` is a supportedBrand #316

This assumption breaks for phet-io-test-sim, which doesn't support phet brand.

Ok, this is fixed now, and I also covered it for createOneOff. Closing

Ok. It took a bit more, we are now on phet-io-test-sim version 2.12.0, but it worked!
