createTranslationsXML is not using release-branch checkouts #328

This subroutine is still using the general checkout, which is causing a lot of sim titles and screen names to be incorrect in the database, which affects the sim pages and phet metadata api.

Once we get this fixed, we'll need to retrigger all translation builds (...again).

I deployed this and tested it on ox-dev this morning, and things seemed to be working as expected. I deployed it to production.
