Assertion failed: namespace phetCore already exists #276

For ensuring that https://github.com/phetsims/studio/issues/289 is tested in next RC.

Just make sure to get https://github.com/phetsims/phet-core/commit/ee0545a7ebede234990e529d6322d9c934b1c098, and make sure that the built version of studio loads with ?phetioWrapperDebug=true without assertions failing.

This is in my local build, we will confirm it makes it into the RC too. This is a small enough change and loud enough error that there is nothing for QA to verify.

I confirmed in ph-scale and basics 1.6.0-rc.2 that studio loads correctly with ?phetioWrapperDebug=true
