The information in https://github.com/phetsims/phet-info/blob/master/doc/best-practices-for-modules.md seems at least partially out of date. The Onboarding Documentation Group is proposing consolidating this information into the design patterns doc and deleting this one.

We discussed this in today's develop meeting, and the consensus is that it sounds good and should be done.
