Redesign sound #113

At today's developer meeting, the group expressed a desired to redesign the audio for this simulation, to make it more amenable to having sound on by default. This didn't seem high priority, but I'll assign to @ariel-phet to comment on if/when we may work on this.

Some dialog from Dev meeting(08-23-18):

JB: Plinko Probability has sound turned off by default, however Tambo is not off by default.How do we handle this?

CM/JB: Enhanced sounds should disabled by default and basic sounds enabled by default, as a general policy.

JB: We can pass in a default options for soundInitialState (disabled, basic, enhanced). Enhanced sounds should include basic sounds.

SR: If a sim starts with the basics sounds in a disabled state, then maybe the sound should be redesigned (i.e. Ball hitting peg sound)?
