Use correct capitalization for panel text #230

@ariel-phet pointed out that in other sims, the first letter is capitalized for all heading words, including both words in two-word headings. We looked at Energy Skate Park to confirm this. Let's use the same pattern in PDL. Self-assigning.

Strings have been updated. I opted to leave the existing capitalization on the 'No air resistance' and 'No data' text, since these were more of 'information displays' than UI labels or section headings. @ariel-phet feel to review and re-open if anything looks out of place. Nice work all! Closing.
