[CODAP] Sampling number is incorrect

Problem description For https://github.com/phetsims/qa/issues/1099 and possibly related to https://github.com/phetsims/projectile-data-lab/issues/338, if the Sampling Number variable is checked while the sim is in continuous mode, the sample numbers will be out of order .

Steps to reproduce

1. With only the Field and Launcher variables checked, choose a sample size of 15
2. Select Continuous mode
3. Press Launch button
4. While data is being collected check the Sample Number variable
