Remove vibration code for publication

We can remove the code related to vibration and dig it back up if we're able to get to it a la #104

This will involve removing vibrationManager and tappi dependencies in package.json.

Removed vibrationManager. The removed dependencies from package.json, and the other references were automatically removed by running grunt update and then grunt --brands-phet and copying the output dependencies.json into the top level directory. Done in the wip-2-17-23 branch. Closing.
