JAWS often reads the wrong value for resistivity and area sliders #166

Noticed while working on #70, I noticed that JAWS often reads out the wrong value. Its like it is not reading the rounded value. Often I will hear "12.01" when the area value is 12.

This is not an issue in 1.5.0-rc.7

This was fixed with changes for https://github.com/phetsims/resistance-in-a-wire/issues/167
