Update seedrandom #62

Seed random is in 2.4.2 and we are at 2.2. The latest version is MIT instead of BSD, which seems nice (matches the license of most of our other dependencies).

I'm thinking of updating this now while working on reproducible seeds for PhET-iO.

It looks like this is only used in plinko probability. I updated everything and tested, all seems well, closing.
