This will be used to support phetioDesigned API metadata tracking as part of https://github.com/phetsims/phet-io/issues/1750

I'm not planning on working on this at the moment, will leave it in my project board for future triage. One way forward may be to add demo instrumentation for components as they are designed, or as they are updated. I guess this seems like a lot of work and I'm not sure when to schedule it.
