Keyboard traversal of ComboBoxListBox doesn't work with invisible items #718

From https://github.com/phetsims/fourier-making-waves/issues/194. The traversal of items in ComboBoxListBox isn't working when items are invisible.

This is being handled in #720, moving over there.
