Related to phetsims/proportion#21, to make sure that this third party library is properly credited (with a licence etc), it should live in sherpa.
I originally thought it would be best here because we may have been prototyping changes with the atlas collaborators, but I'm not so sure now.
This should block publication of any sim using mechamarkers (i.e. proportion)
