Add unit tests about priorityProperty #100

While struggling with https://github.com/phetsims/friction/issues/329, it would be nice to have unit tests for the Priority feature.

@zepumph is about to commit some unit tests to verify a change related to https://github.com/phetsims/friction/issues/329 but we also were reminded that we added lots of good unit tests when we were working on priorityProperty last.
