I recommend that all audio files be normalized, then run through a compressor/limiter to further smooth out peaks.
Qualitatively, the sounds were measured at max volume on the iPad 2 Tycho. This is the live version of Fraction Matcher. There was some ambient sounds, so really just the relative differences matter. Correct sound: 70 dB Incorrect sound: 71 dB Cheering: 83 dB
So yes, the cheering is louder.
I've normalized all of the game sound effects to have a peak of 0 dB using the "Normalize..." effect in Audacity. This sounds more even to my ear, assigning to @phet-steele to verify.

Recently, @jbphet said the cheering is a bit too loud compared to the rest of the sounds in the sim. We should take a look and see if/how much the volume should be reduced. (Or should the other sounds be turned up)?
