Dev testing for keyboard navigation + sonification release #499

The sonification has been finalized and we would like to move toward publication. The next step is a dev test. There are currently 2 issues labeled for blocks-publication.

I don't understand https://github.com/phetsims/perennial/issues/172 well enough to know whether it would block a dev release. UPDATE: @jonathanolson said it would not block dev versions. It seems like we could do dev testing before completing https://github.com/phetsims/chipper/issues/954

Keep in mind Matt should be present for the next RC deploy, when we get to that point.
