ToggleButtons have bad input behavior (play/pause in the main area and in the timer) #32

SUN/ToggleButton appears to fire on any 'up' event, even if you didn't press 'down' on the button at the start.

This is a Sun issue, tracked in https://github.com/phetsims/sun/issues/27 but left open here until it is fixed.
