Reference line AND grabber will be behind window sill, in front of rest of window

Right now, it's coded bottom to top:

• Rulers / Reference Line / Timer
• Control Panels
• Clamp/Window/Pole (right end)
• String
• Wrench/Oscillator (left end)
• Window front

I was thinking of the following ordering:

• Window (right end)
• Rulers / Reference Line
• Clamp/Pole (right end)
• String
• Window front
• Wrench/Oscillator (left end)
• Timer
• Control Panels

Notable changes:

• Now the String would be behind the control panels and timer (general behavior I prefer)
• Reference line and rulers would "pass through" the window (as requested)
• Timer would be in front of more things (it's more like a control panel)

For now, the reference line and timer are in front of the control panels, so that they can't get into a "stuck" position. If that is acceptable (using reset all) to return them, we could move more to the control panels always being in front.
