Improve Customizer support for the hero section #5

This will be done in Nebula master, but I am noting it here for conversation.

I've got a good chunk of this done. I think we'll have to get a few of these sites under our belts to determine what other Customizer options we'll need, but this will be a great start.

I also greatly improved the Customizer for the footer as well.

Will close this issue once I push it to Nebula and update the submodule here.
