Move `ice_Haloupdate_vel` subroutine to ice_boundary #18

this would mean duplicating the subroutine inside cicecore/infrastructure/comm/{mpi,serial}, which I would like to avoid... so maybe leave it in ice_dyn_vp for now.

might be better to add it to ice_dyn_shared.F90, and use it in ice_dyn_evp and ice_dyn_eap.
