Location folder generation

Fixes

• The ^M carriage return characters used are replaced with \n characters when new files are created.

  Changes

• src directory to contain source data;
• clover directory where clover will hopefully end up, but which, for now, just contains the new-locations script;
• new new_location.py script for generating a new location;
• new new_location.sh wrapper script for running more-easily;
• new __utils__.py module created to contain CLOVER utility functionality.

  Issues resolved

• Closes #33.

  Notes

  These files will require maintenance as new modules are added to CLOVER or as the directory structure changes.
