7 years ago I realise this is probably slightly more complex than you had in mind, I did try simpler versions just using a couple of panels, but I couldn't get the navigation between the panels right, so that was beyond my skinning skills. I found this approach easiest because I could follow the existing methods used for the Home widgets.
The additional little bit of complexity however does give greater layout flexibility and is easily expandable.
Just offering this up in case it saves you time, if you want to go another direction than this go ahead and close.

Finally got some time to take a look at splitting up the Settings window into a Utilities section and Settings section to allow shortening of the labels. this is what very amateur skills have come up with. Hopefully haven't messed up the adaptive layout changes.
As part of this, in order to avoid any confusion between "Interface -> Skin" and "Skin settings" I've renamed the "Skin settings" shortcut to "Estuary".
Realise this is late in the release cycle and have possibly missed the boat for Krypton but here it is anyway.
