GeoLite2 API not working anymore #270

Because of Changes to MaxMind License Keys the geoip_bootstrap.sh is not working anymore for new generated license keys. More details: https://dev.maxmind.com/geoip/release-notes/2023?lang=en#changes-to-maxmind-license-keys

you can either run sudo sof-elk_update.sh to get the new version of the geoipupdate utility or use the new VM that was just released yesterday, which has the latest version already installed.
