Finalize issues in GNI transport for as-a-service #44

There are several issues with the server shutdown for as-a-service. We see complaints in sys_cleanup about endpoints remaining when we try to call CQ_Destroy. Additionally, we see a crash of the server when freeing peers. I'm not going to stop the release for these issues, because they aren't functionality problems, but I want to track this and immediately release a bug fix.
