This refactoring was done with the hope to fix the item templates as having added a second Visual Studio refused to shown them in the add new dialog. Seems more like this is just a poor dev experience as I had it working and them restarting and they're broken again. I'm completing this PR then will install the dev release from the VSIX gallery to test.
