a few thoughts:

instead of having a template for psd1 file, make the build script put in the correct value in the real psd1 file (stuff like BuildHelpers or Configuratio have commands to edit the manifest safely)
it is considered bad practice not to have the public functions exported explicitly via manifest (instead of with wildcards), as this give an additional security that the module is not injecting unwanted code into the users session
