Add minimum PHP version to composer.json #72

What version of PHP are you using to build the site? I'd like to add that to the composer.json requirements so future contributors know which features they can/can't use when contributing.

I've been building the site from my most out-of-date computer, but I've added a minimum version of PHP 7 for now.
