PXD-316 ⁃ centralize management for admin VMs #315

keeping the admin VMs up to day is a tedious task, but doable as of now.

The more of these VMs we get the more complicated it'll get to manage them and keep the updated.

Chef/Salt/Ansible/Puppet should be consider.
