GSOD weather source should accept a 6 digit station identifier #12

Right now the station identifier must have the format XXXXXX-XXXXX, but this is too cumbersome and usually redundant (often the final five digits are just 99999).

Added a resources directory containing an index from six-digit id to eleven-digit id, and used this determine the station to draw from.

Might also consider using this database of weather station identifiers for greater flexibility (but note licensing issues):
