Restores some of the missing booru-on-rails user options in Philomena.

Notification tab is back
- Subscribe on Reply
- Subscribe on Upload
- Subscribe on New Threads
Comments tab is back
- Show latest comment page
- Newest messages first
- Some options are moved from Display tab to here (Newest comments first, Comments per page)
Display tab options
- Show sidebar and watched images
"Clear recent filter list" checkbox option is implemented as a button in Filters page instead
