Separate out GPS provider config from timing config #2

Enabling Galileo would be useful for those using the Pi and GPS for navigation and location purposes.

Better to separate out the functionality

Added --galileo option which enables Galileo satellites and turns on NMEA 4.1

This is implicitly invoked by --configure_for_timing
