prevent growl spam #10

if woodhouse cannot connect to the build server - it gets 0 counts for all builds.

then, when it can connect, it thinks every build is new.

this causes great herds of growl notification.

seems like we should:

determine how many builds we think we're going to notify about
if it seems like there are too many, either swallow notifications, or generate summary notification
