Add Scoop installation note #192

Add scoop installation note and link to the corresponding manifest (since available as rga, not as ripgrep-all).

As an aside, this PR prompted me to go look at the Scoop package. When I did so I noticed that it does not currently specify any of ripgrep-all's mandatory dependencies. I have raised https://github.com/ScoopInstaller/Main/issues/5310 to call attention to that gap.

@lafrenierejm, fixed and merged in ScoopInstaller/Main#5313.
