Good First issue ! #1

I think a good first issue is to add a template for issues :-) An issue can be a feature or a bug, and a template can be really powerful to drive and get more information. For example, we can inspire ourselves from templating of other open-source projet (https://github.com/powsybl/.github/tree/main/.github/ISSUE_TEMPLATE).

Hi! Our contributing file is not commit for the moment and will be as soon as possible. For the moment, we need some times to settle the project and we are not ready to welcome external contribution. But thanks a lot for asking!

Hello @annetill, I've added some issue template drafts in this Pull Request : https://github.com/phlowers/.github/pull/3 I copied the templates for bug reports and feature requests from the powsybl project and adapted them to phlowers. Any feedback appreciated!
