Add command line args for docker builder script. #224

Ease execution of simplified_galaxy_stable_container_creation.sh script, by using command line arguments instead of modifying variables (env or local). An help page has been added too.

Thanks guys! is this backwards compatible? Otherwise it might need some adjustment on jenkins.
