feature/v18.01 add ISA-Tab Viewer plugin #245

This PR adds the ISA-Tab Viewer (the JavaScript one from https://github.com/ISA-tools/ISATab-Viewer) as a Galaxy visualization plugin to work with the ISA-Tab datatype.

This depends on phnmnl/galaxy#35 but I'm sure we would all like this for the D-release!

Replaces #243 and #244

Hi @djcomlab, this branch includes many commits already present in release/v18.01-dalcotidine. May a merge is responsible for this situation. Could you please try to force rebase your branch onto release/v18.01-dalcotidine and then cherry pick the missing commits you need or try another solution of your choice in order to have only the necessary commits for this PR? Or am I missing something?
