Add GitHub Actions #219

This PR adds the CI that builds the qoiconv and qoibench , then checks the roundtrip pixel matching using qoiconv with one image and qoibench with qoi_benchmark_suite . qoi_benchmark_suite is not so small, so the CI caches the files.

Cool, but I'm not really a fan of this kind of "magic" and have no interest in maintaining it. Plus, pulling a 1.1 GB TAR file seems a bit overblown :)
